Morocco’s First Female Prime Minister Faces Pressure from the King, Religious Leaders and Feminists

Appointed by King Mohammed VI on September 29, 2026, following her party’s electoral victory, the 50-year-old politician Fatima Ezzahra El Mansouri now faces competing expectations from the monarchy, religious conservatives and women’s rights advocates.
Although El Mansouri heads the government, King Mohammed VI retains significant authority over national affairs, particularly defence and foreign policy. His constitutional role as Commander of the Faithful also gives him considerable influence over religious matters.
Some conservative religious voices have questioned whether a woman should lead the government. Former Justice Minister Mustafa Ramid sparked controversy by citing an Islamic saying that questions women’s suitability for political leadership. Meanwhile, Morocco’s Higher Council of Ulemas has resisted proposals to introduce equal inheritance rights for men and women, creating another potential obstacle to reform.
Women’s rights organisations have welcomed El Mansouri’s appointment but insist that representation must translate into meaningful change. Activists are demanding reforms to Morocco’s family code, particularly concerning inheritance, polygamy, divorce and parental guardianship.
However, El Mansouri has not publicly committed to advancing these controversial reforms. Instead, she has celebrated her appointment as a milestone for Moroccan women while prioritising broader economic and governance issues.
Public reactions remain divided. Many Moroccans, particularly younger women, have celebrated the appointment as a victory for female representation. Others have expressed discomfort with a woman occupying the position, while some citizens question whether her leadership will bring significant improvements.
A 2025 Arab Barometer survey revealed that 47% of Moroccans believed men make better political leaders than women, highlighting the traditional attitudes that persist. The survey predates her appointment.
For El Mansouri, the challenge is now bigger than breaking a political barrier. She must navigate royal authority, religious traditions and growing demands for gender equality.
